College Sports Programs Need Automated External Defibrillators

A defibrillator (AED) can save lives when sudden cardiac arrest due to arrhythmia (an abnormal electrical signal in the heart). Symptoms of cardiac arrest are chest pain or loss of consciousness. The AED restores the heart’s normal electrical signal…if the heart is not defibrillated in 3 minutes or less death or serious incapacitation will occur.

Because one of the main causes of death in the United States is cardiovascular disease; more and more businesses and employers are installing AED’s and AED programs in the work place to add to their business’s emergency medical readiness, practices and programs. AEDs will save lives that why AED certification is the necessary for rescuers.

AED/CPR training and certifications are offered by The American Heart Association, The American Red Cross, The American Safety and Health Institute as well as AED manufacturers like Medtronic Physio-Control (LifePak) and Cardiac Science (PowerHeart)…all offer AED/CPR training classes to business, non-profits and commercial organizations.

For residences AED/CPR training is done in homes using a DVD without a facilitator. Residences don’t get (or need) AED/CPR certification. Certification only occurs when a training class is paired with a national AED/CPR certifying organization’s skills evaluation methodology.

During sudden cardiac arrest, your brain and other vital organs are being starved of blood and oxygen which carries live saving nutrients. You can die in minutes and/or survive but sustain permanent damage to your brain and other organs. The heart’s rhythm must be restored fast since every minute that passes is critical to your chance of survival and the amount of damage you sustain.

When the electrodes or pads of automated external defibrillator capable of automatic operation are attached to your chest, these electrodes can detect the heart’s rhythm during cardiac arrest and automatically delivers an electric shock to get your heart beating again.

Sudden cardiac arrest happens when your heart’s electrical activity is disrupted and the heartbeat gets dangerously fast (ventricular tachycardia) or chaotic (ventricular fibrillation). Your heart stops beating effectively and does not adequately pump blood because of these irregular heart rhythms (arrhythmia).

A non trained bystander that acts quickly and calls 911 to summon emergency medical services to the scene before using the AED can then grab an “automatic operation” defibrillator with voice prompts and easily connect it to your chest to allow the AED to evaluate your heart rhythm. If your heart rhythm can be treated with an electric shock, the AED automatically sends an electrical shock to get your heart back into a normal rhythm.

Only defibrillation can restore the heart’s normal rhythm and ultimately save your life although cardiopulmonary resuscitation (CPR) is important to use to keep some blood flowing to your heart and brain.

Automated external defibrillators are now commonly available in businesses, residences, homes, malls, office buildings, sports arenas, golf courses, cruise ships, schools, casinos, airports and airplanes any many, many public locations governed by various state public access defibrillation laws.

Placing an automated external defibrillator in homes is rapidly increasing because you don’t lose valuable minutes waiting for 911 to arrive with an AED. In an emergency, the automated external defibrillator offers step-by-step voice instructions to guide a user through the defibrillation process. The defibrillator explains how to check for breathing and a pulse and how to position electrode pads on the person’s chest.

Once the pads are in place, the AED automatically analyzes the person’s heart rhythm and determines if a shock is needed. The machine instructs the user to push a button to deliver the shock and guides users through cardiopulmonary resuscitation (CPR).

Putting automated external defibrillators in business and homes which definition are populated by lots of people can save thousands of lives each year. If anyone collapses from sudden cardiac arrest in a home or business, a family member, friend or fellow employee could quickly grab the office or home AED and use it to save a life.

Student protests against the French Prime Minister Dominique de Villepin job reform plan to give employers the right to dismiss young employees within the initial two years of their employment turned increasingly violent over the last two weeks.

The controversial program called the CPE, “First Job Contract”, is to encourage employers to hire people under the age of 26. The French government claims that this process is necessary to reduce the unemployment rates of young people, which is pegged as high as 23% (this rate is the quotient of the number of people under 26 deemed to seek employment over the total of those employed and deemed to seek employment, which excludes the large proportion of students in that population). However, student protestors and trade unions say that the legislation infringes on workers’ rights, and opinion polls show that some two-thirds of the population want the CPE either modified or dropped altogether.

The CPE allows employers to hire people age 26 and younger on a contract for up to two years which may be terminated at any time without explanation. While supporters of the law say that it will make younger people more attractive for employers, opponents say it makes it harder for young people to find long-term employment as there is no incentive for employers to offer any other form of contract.

Labour unions and student organisers are calling for a national strike on Tuesday, the fifth strike in the past two weeks.

The French labor laws are claimed to be among those protecting employees the most in Europe; they prevent employers from trimming their workforces without paying substantial severance packages. Prime Minister de Villepin’s claims to intend to reduce youth unemployment by focusing on attracting modern industries relying on higher employee turnover and more flexible employment arrangements.

The current program is similar to the CNE ordinance the Prime Minister issued last summer for small businesses in France.

CPE was adopted under an exceptional “fast-track” procedure allowing the executive to pass legislation through Parliament without Parliament having to approve it, known as “49-3” following from the number of the relevant article in the French Constitution. This procedure is normally reserved for important but controversial texts considered a crucial and urgent element of the policies of the Prime Minister. Once 49-3 is declared, the law is considered adopted by Parliament unless the National Assembly votes a motion of censure, which terminates the Prime Minister and his cabinet’s term. Following standard practice when 49-3 is used, a motion of censure was proposed by the opposition, then voted down by the Assembly (in which the ruling UMP party has a majority).

Sphygmomanometer: Measuring The Beat

Using a sphygmomanometer to measure a person’s blood pressure is a routine part of every physical exam and has been for decades. The results a sphygmomanometer provides can assess suitability for certain physical activities, predict long-term health risks, help manage many types of medical problems, and determine eligibility for insurance. The use of a sphygmomanometer has been standard practice in the medical profession for over a century and will only continue to be.

The word comes from the Greek sphygmus (pulse) and manometer, an instrument used for measuring the pressure of liquids and gasses. The sphygmomanometer was invented by Samuel Siegfried Karl Ritter von Basch and first appeared in doctors’ surgeries in the 1880s. In 1896, Italian pediatrician Scipione Riva-Rocci introduced an easy-to-use variation of the sphygmomanometer that consistently gave reliable results. Harvey Cushing, recognized in the medical profession as the greatest neurosurgeon of the twentieth century, found Riva-Rocci’s sphygmomanometer on a visit to Pavia in 1901 and soon popularized it.

The modern aneroid sphygmomanometer has an inflatable cuff that is wrapped around the upper arm and inflated with air by repeatedly squeezing a rubber bulb. When the pressure in the cuff gets high enough, blood flow in the main artery of the upper arm is cut off. The air is then slowly released and as the pressure falls, a stethoscope is placed over the artery where the sound of rushing blood is heard. These sounds are referred to as Korotkoff sounds. The pressure at which sound is first heard is the systolic pressure. The last sound heard is the diastolic pressure, the pressure at which the sound disappears as the blood resumes normal flow.

In order to obtain accurate blood pressure results using a sphygmomanometer, it’s important to make note of the following:

The inflatable part of the cuff must be the correct size for the arm. It should cover two thirds of the length of the upper arm. A blood pressure cuff that’s too small will cause an abnormally high blood pressure reading and a low reading may result from too large a cuff.

– The cuff should be firmly placed with the center of the inflatable part over the brachial artery.

– The cuff must be free of leaks.

– The mercury should be clean and at the zero mark before use.

– During cuff inflation, the mercury should rise smoothly and stop immediately inflation stops.

This procedure with a sphygmanometer is routinely done to screen for hypertension, a major risk factor for serious conditions such as stroke, kidney failure, heart attack, and cardiovascular disease – the leading killer in the United States.

The American Heart Association reports that nearly one in three U.S. adults have high blood pressure, but because there are no symptoms, nearly one-third of these people don’t even know they have it. In fact, many people have high blood pressure for years without knowing it. The only way to tell if you have high blood pressure is to have your blood pressure checked. With the advent of the digital sphygmomanometer, many people are taking it upon themselves to routinely check their own blood pressures.

The AHA also says that physicians involved in the management of patients with blood pressure problems must accept responsibility for ensuring that adequate instruments are available. They need to educate themselves on the instruments available and encourage the general use of mercury sphygmomanometers as the instrument of choice until others have been better validated.

Four years ago, on February 9, a major Polish newspaper, Gazeta Wyborcza published a report detailing a hoax in Polish Wikipedia entitled Henryk Batuta. The author of the report was Konrad Godlewski; several weeks later, Godlewski began editing Polish Wikipedia. The results of his work include one featured article – pismo chi?skie (Polish for “Chinese character”) – as well as various articles relating to China.

During our interview, Godlewski discusses memes, hoaxes, and the Batuta Army – the creators of the hoax his paper reported on. From February this year, a special project on the Polish Wikipedia, BATUTA, saw a makeshift taskforce work on improving the quality of content. BATUTA stands for “Bezwzgl?dna Akcja Troskliwego U?ród?awiania Tysi?cy artyk?ów”, roughly translated as “Ruthless Action of Carefully Adding References to Thousands of Articles”.

British white paper on public health

ENGLAND — UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.

Bathurst, NSW house damaged after being hit by truck

A house in Eglinton, a village suburb of Bathurst in Central-Western New South Wales has been significantly damaged after being hit by a truck just before 3 p.m. today. It is not known if anyone was inside the house at the time the accident occurred. Police said no major injuries were sustained as a result of the accident.

The accident occurred in light rain and the road surface was moderately wet.

It is believed that the truck was traveling along Eleven Mile Drive, Eglinton when a Subaru Forester pulled into its path from a side street. The Subaru had been required to give way to the truck. The truck struck the Subaru, hitting it and pushing it down the road before losing control and hitting a house on the opposite side of the road.

The driver of the truck was trapped inside his vehicle for around 15 minutes before being released by rescue personnel, the driver of the Subaru was taken by ambulance to the Bathurst Base Hospital to ensure they were not suffering any major injuries.

When the truck hit the house, a gas line was ruptured creating a hazard for rescue crews. The pipeline’s operator – Agility disconnected the line after the truck driver was rescued. Police also requested that electricity to the house be disconnected.

It was not until 4:15 p.m. that approval was given for the truck to be pulled from the house. It is expected that engineers from Bathurst Regional Council will inspect the house to determine if it is still structurally safe.

While it is not unusual in Bathurst for trucks to hit homes, it is unusual for such an accident to occur at this location. Most accidents of this nature occur on the Great Western Highway, which intersects the city and is a freight gateway to the region.

US unemployment rate reaches 9.4 percent

Data from the United States Labor Department says that the unemployment rate in the U.S. has reached its highest level in over 25 years, namely 9.4%.

The job loss rate, however, was only 345,000, which is the lowest monthly job loss rate since September of last year. Analysts had predicted that the loss could be as high as 525,000.

The news suggests that the US economy may be improving, as the job loss rate, which peaked at 741,000 jobs this January, has started to ease.

“Even as we see things start to stabilize and hopefully grow again, we do know that unemployment tends to lag, and so that the unemployment rate is going to be high and probably stay high for a while, precisely because that is sort of the normal pattern as we come out of recession,” said an economic adviser for the White House, Christina Romer.

Since the recession officially started in December 2007, the economy has shed over six million jobs, with 14.5 million residents now unemployed.

United States: One person dead after boat to offshore casino burns off Florida coast

On Sunday, a boat ferrying people to a floating casino in the Gulf of Mexico caught fire and burned near New Port Richey, Florida, US. All 50 passengers aboard abandoned ship and jumped into the sea, but one died in hospital that evening.

Beth Fifer, assistant chief executive of the Tropical Breeze Casino Cruise, said that the fire started at about 3:30 PM, local time, as the boat was outbound to the casino. According to Gerard DeCanio, the police chief of Port Richey, the captain saw smoke coming from the engine and turned back, then grounded the boat in shallow water.

The boat was rapidly engulfed in flames. Those aboard had to jump about ten feet into waist-high water and swim or wade ashore to safety. The police said that about fifteen were treated at local hospitals, including for possible hypothermia from exposure to the cold sea water. The one fatality, a 42-year-old woman, went to the emergency room at Regional Medical Center Bayonet Point hours later and died at 10:42 p.m., according to Kurt Conover, a spokesman for the medical center and Kevin Doll, a spokesman for the Pasco County Sheriff’s Office.

Passenger Qaadia Culbreath told WFLA-TV that he couldn’t swim and didn’t see any life jackets, so he found himself “dangling off the metal hanger in the front of the boat because I didn’t want to let go”. Andrew Fossa, deputy fire chief of Pasco County, described locals who assisted the passengers as they scrambled to shore as “phenomenal”.

According to police chief DeCanio, the boat captain had reported engine trouble on earlier trips. Fifer said, “It would’ve never left the dock if we knew something was wrong with it.” The Coast Guard has announced that they will review maintenance records. The casino operates offshore, requiring a boat to ferry gamblers to and fro, because casino gambling is not legal in the state of Florida.
