Buffalo, New York — Lake effect snow has come early to parts of Western New York prompting a State of Emergency and a flood watch to be issued, especially in Buffalo, New York and its suburbs where nearly 2 feet of snow fell during the afternoon and last night. Snow started to fall at around 12:00 pm EST on Thursday, October 12, heavy at times, and accompanied by thunder and lightning. Forecasters called the weather event “unprecedented.” A driving ban has been issued for Tonawanda, New York, Buffalo and Amherst where at least “80% of roads in Amherst are impassible.” The Buffalo Niagara International Airport opened at almost 3:30 p.m. [EST]. The New York State Throughway, or interstate 90 is closed from nearly Rochester, New York to Dunkirk, New York which is nearly 110 miles long. Motorists at the Williamsville, New York toll barrier are being turned around. A driving ban remains in effect while a state of emergency exists.

Water will be shut off in 24 hours due to the lack of electricity to water pumps in the area and in a press conference, Mayor of Buffalo, Byron Brown issued a “boil water advisory.” Brown also said that “70,000 of the 75,000 residents and businesses in Amherst are still without power.” Residents are asked to bottle water and prepare for the outage. It is not known when water will be turned back on. At least 30 water intake pumps in Erie County, out of the 50 the county has, have no power. Officials say that businesses and residents could be out of water by 5:00 p.m. [EST].

At least 3 people have been killed due to the storm. Two of those people were killed in a two-car accident in Lancaster, New York, and the other person was in Niagara County and died after being hit by a vehicle. One person was crushed and killed by a falling tree in Amherst, while in the process of removing snow from his property.

Hundreds of trees have snapped in half as the snow began to fall around the city. Many trees, which still have their leaves, have broken into pieces as the heavy, wet snow began to pile up, as much as an inch an hour. Early on Thursday, the airport had received nearly 9 inches (23cm) of snow and climbing. The storm has caused many delays and cancellations in flights leaving from or going to Buffalo.

Nearly 400,000 people in Buffalo and surrounding suburbs are still without power and forecasters at the NOAA are warning people “not to go outside in an area where heavy snow has fallen unless absolutely necessary.” Power may not be restored to the affected areas until Sunday and possibly next week in some areas. Damage to trees is extensive with nearly every tree destroyed on Granger Place in Buffalo.

“This was extremely heavy snow and most of the trees still have most of their leaves … we can’t do a complete damage assessment until the snow stops falling,” said spokesman for Niagara Mohawk, Western New York’s area power company, Steve Brady.

“At 8 pm [on Thursday], utility companies were reporting over 50,000 customers without power. The reason for the widespread power outages has been the combination of very heavy water laden snow accumulating on the trees that still have most of their leaves. Tree’s limbs break under the weight of the snow and bring down power lines as they fall,” said a statement on NOAA’s website.

“[This is the] snowiest day in 137 years [of weather records]. Six inches of snow occurred on October 13, 1909 and again on October 31, 1917,” added the NOAA weather statement.

Many business and nearly every school in Western New York are still closed due to the weather and the snow is forecasted to move south again over the Buffalo Metropolitan area, but snow amounts are not expected to be significant. Wind is expected to be strong and gusty which could bring down tree limbs which are broken but still attached to the tree. Some areas could se an additional 6 inches of snow by Saturday morning.

The flood watch takes effect at 2:00 p.m. [EST] and continues through Saturday.

After the launch of “Halo 3” on Tuesday (September 25), Microsoft promoted a brand new Xbox360 racing game “Project Gotham Racing 4” (PGR4) with a friendship match as a “TOP on TOP” competition between Taiwanese World Cyber Games (WCG) PGR3 Delegate You-cheng Liu and “Drift Master of Taiwan” Po-hsiung Chou at YAMAHA MotorTown in Taipei City, Taiwan.

Before the friendship match, Cary Chen (Senior Product Marketing Manager of Entertainment and Device Division, Microsoft Taiwan) show the new features on PGR4 to the press, VIPs, and guests and praised the “PGR” game series with the “Kudos” skill points. He remarked that in the “PGR4”, not only joined new car type and racing motorcycles, but also add Dynamic Weather System feature for the performance of new different type experiences on weathers, driving, and racing lane.

Chen also remarked that PGR series is surely respected because of the racing game competition factor on WCG from 2006. This “PGR” series can realize lots of dreams of players on making some special skills which can’t be done on reality. With the Xbox Live linking, PGR series has successfully made a great achievement.

After the presentation and demos, Microsoft Taiwan held a friendship match. Before the match, Y. C. Liu welcomed P. H. Chou with Chou drove a BMW car to the main entrance. After the entrance, the match started. With the witnesses of VIPs, press, and players, Liu won the friendship match by the turning fault of Chou. Even though Chou wanted to invite Live as a racer in reality after the match, but Liu temporarily declined with his consideration.

Microsoft Taiwan announced that the Chinese Version of “PGR4” will be available on October 5, and welcomed players competing with “I want ‘PGR4’ Helmet!” photo competition. And also, “Yamaha PGR4 Cup – Taiwan Driving Master Championship” will be held and set qualification section in October and final section in December of Information Month in Taipei.

Italy converted five immaculate penalties to win the 2006 FIFA World Cup after a drawn game and thirty minutes of extra-time in the spectacular arena of the Olympiastadion Berlin, Sunday.

French captain Zinedine Zidane did not help his team when, 20 minutes into extra time, he lost control of his emotions and got a red card after ramming his head into the chest of Italian player Marco Materazzi.

The game was closely contested with the play makers on both sides – Andrea Pirlo and Zidane, on his last game before retirement – not getting much space with which to dominate the play. For Italy and France Gennaro Gattuso and Claude Makelele tackled hard.

However; both creative midfield stars made important contributions to the only goals of the game. Zidane converted a chipped penalty after five minutes while Pirlo’s magnificent corner, a quarter of an hour later, thundered into the net off Marco Materazzi’s head.

Materazzi had previously conceded the penalty when he tapped Florent Malouda on his ankle as he ran past him in the penalty area.

In the first half Italy’s left and right defensive backs Gianluca Zambrotta and Fabio Grosso penetrated down the French flanks. But after the break France came out the strongest. The flow of the game was disrupted when Patrick Viera pulled-up injured and Marcello Lippi made two substitutions on the hour. A deadlock resulted as teams tired and individuals battled for every ball without thinking too hard about constructing team attacks.

Materazzi was never far from the action in the final and though Italy had 55 percent of ball possession was one of the busier players on the pitch. France were slightly more potent offensively with 13 shots – out-shooting the Azzurri by eight attempts.

In Extra Time France came closest to a goal – Zidane, unmarked, headed to goal from 12 yards but was tipped over one-handed by Gianluigi Buffon.

Zidane’s next contribution to the game was not so graceful and appeared to be sparked by the close marking of the ubiquitous Materazzi. After a verbal altercation the 34-year-old turned around and drove his head violently into the Italian’s upper chest.

Materazzi was knocked backwards on the floor but the incident occurred off the ball and was not immediately noticed by the referee or his assistants. Buffon soon ran out of his penalty area to an assistant referee and the game was stopped.

Horacio Elizondo ran to the touchline to consult with officials and returned waving a red card for the violent conduct of Zidane. It is likely FIFA used information from fourth and fifth official to confirm the decision. However FIFA denied video evidence claims alleged by France team’s coach Raymond Domenech^[1].

The headbutt and red card was Zidane’s last action in football as he had said he would retire after the tournament.

A penalty shootout was necessary to decide the winner. Eight shots went in; David Trezeguet missed the one that mattered. His shot hit the crossbar and unlike Zidane’s penalty in the first half, bounced down inches the wrong side of the goal line.

While Zidane was hanging his boots up Marco Materazzi scored Italy’s third. Grosso, who in the second round had won a last minute penalty against Australia, powered in the fifth to give Italy the cup.

The only goal Marcello Lippi’s Italy conceded during free play in the tournament proved to be an own goal from Cristian Zaccardo against the United States of America.

Italy captain Fabio Cannavaro, on the occasion of his 100th cap, was instrumental in their defensive achievement. Amid wild scenes of joy on the pitch he jumped onto the podium and lifted the trophy, the fourth of Italy’s history.

A highly dynamic Bluetongue (or catarrhal fever) infection of sheep herds is underway in Germany. From August 2006 till September 9, 2007, 1,833 farms had reported the presence of the infection. From Sept 9. till September 14, 2007, the number of farms reporting infections has grown to 5,686. The number of deaths is estimated around 15,000 sheep.

Bluetongue infection is of viral origin and is harmless to humans. It is an insect-borne viral disease of ruminants, mainly sheep and less frequently of cattle, goats, buffalo, deer, dromedary camels and antelope. There are no reports of human transmission.

The origin of the infection is not clear but it is one of the diseases which is still feared to invade Northern Europe as a consequence of global warming. No official sources are as yet available as the affected sheep farmers have tried to get the news on the media but to no avail.

The disease has also been found in Belgium, France, the Netherlands and Luxembourg. The United Kingdom Department for Environment Food and Rural Affairs says the virus could spread from Northern Europe to the UK, but is unlikely.

At least twelve children have been injured after a swing ride at the Puyallup, Washington Spring Fair toppled over.

The ride is called a ‘LollySwing’, which is located in Kiddyland, where the riders sit in swings while the machine spins them around. It is owned by Funtastic Traveling Shows which has been a ride provider for the fair for over 50 years. The accident happened at around 6:30 p.m. (PDT).

Injuries are being described as mostly cuts and bruises, but one child was reported to have been in a neck brace and was taken to a local hospital. Five other children were also hospitalized.

According to one witness, “it just all of a sudden topped over.” The cause is under investigation. The ride has been at the fair for the past five years. Among the seven largest operators of fair rides in Washington, from 2001 to 2007 there were only seven reports of injuries related to mechanical failures.

Mobile phones are to fight HIV/AIDS in Africa. Health-care workers will be able to report current health data from the field to a central database using their mobile phones, under a project to be launched with the help of leading phone companies and the U.S. government.

The US$10 million project, called “Phones-for Health”, was announced on Tuesday at the 3GSM World Congress in Barcelona.

The software used in this project is loaded on to a standard handset developed by Motorola. The information will be transmitted with the help of the standard GPRS mobile data communication protocol or, if this is not available, by the ubiquitous SMS.

Africa lacks fixed-line telephone as well as Internet connections. Most often people use pen and paper to record the spread of disease. However, today more than 60 percent of people living in Africa have mobile phone coverage and the number of areas to have mobile phone coverage is expected to increase up to 85 percent by 2010. This data was provided by the GSM Association, which is a global trade group that represents some of the leading operators of mobile telephony.

The scheme, under which the project will be launched, was designed after the success of another project launched earlier in Rwanda. It will focus mainly on fighting HIV/AIDS in 10 African countries. The first to enter the program is South African mobile phone operator – MTN.

The new scheme hopes in long-term to be spread from Africa to Asia so to turn its attention towards other diseases like malaria and tuberculosis.
