Despite fuelling speculation of a March 28 election, Queensland Premier Anna Bligh has indicated that she will serve a full term. The Courier-Mail reported that the premier was moving to “tie off issues that could hurt Labor’s prospects” in the election.

However, Anthony Chisholm, Australian Labor Party state secretary, has indicated that it does not mean an early election would be called.

“I’ve got no idea on timing – the Premier has indicated she intends on going full term,” he said.

The government move to set up a lobbyist register, a 1998 election promise, and to reined-in judicial entitlements that involved magistrate Di Fingleton.

An inquiry has also been set up to address continuing concerns at Bundaberg Base Hospital. The inquiry was announce by health minister Stephen Robertson a day after he said that the issue was dated.

The quick actions to quell these issues encouraged fresh conjecture from the opposition Liberal National Party that the election would be held next month, possibly on the 28th. This would be legal as the Queensland Electoral Act (1992) requires the election campaign to last between 26 and 56 days.

Early election or not, several minor parties have already nominated candidates for a number of electorates. Notably, The Greens will run environmental lawyer Larissa Waters in Mt Coo-tha against treasurer Andrew Fraser, the Socialist Alliance will run Sam Watson in the premiers South Brisbane electorate and Daylight Saving for South East Queensland will run candidates in South East Queensland electorates only.

The first ever Olympic lottery scheme has been launched to the public in Britain, seven years to the day that the Olympics will be hosted to the City of London.

A scratch card game will be one of the schemes that would be used to help make money for the Olympic Games in 2012. It is called “Go for Gold” and it costs £1 to buy. The actual amount that the National Lottery could give would be £1.5 billion pounds, but the lottery games would raise an estimated £750 million for sporting infrastructure.

Olympics Minister and Culture Secretary Tessa Jowell said the game was needed now to raise the cash necessary to develop the venues that will host the event.

She stated: “The Lottery needs to raise altogether £1.5 billion of which we estimate that £750 million over the seven years between now and the Games will come from the new Olympic lottery game.”

Coe stated: “Camelot have a very good record for raising money, certainly for good causes.”

The games went on sale on Thursday.

The health department in Guizhou province, China has ordered three batches of milk products to be removed from sale after the discovery they contain melamine. In 2008 six children were killed by milk contaminated with the chemical and 300,000 fell ill.

The department has suspended all sales from the three companies involved. Last November, two men were executed for their roles in selling milk tainted with the chemical, which was largely distributed by Samlu Corp, a company that has since been liquidised. The executed convicts mixed up batches totalling hundreds of tonnes of melamine-tainted milk, and were among 21 people successfuly prosecuted over the contamination. Chinese dairy products were withdrawn around the world.

The latest finds have gone unreported for nearly a year before a provincial news service reported on the tainted products from Shandong Zibo Lusaier Dairy Co., Liaoning Tieling Wuzhou Food Co. and Laoting Kaida Refrigeration Plant. This was then picked up today by China Daily, meaning it has only now come to the world’s attention. No specifics are available other than that popsicles are involved.

Early 2009 would place the discoveries and recalls shortly after the government anounced a crackdown on malpractice in the dairy industry. Recently, two other reports have emerged of tainted milk being discovered elsewhere in China, including Shanghai.

It is uncertain why this is only now becoming public knowledge, althought the Shanghai case was said to be complicated by crossing provincial borders. There, reports emerged on New Year’s Eve although the actual news dated back to April.

After the 2008 milk scandal new food safety legislation was passed. These new laws made room for more vigourous testing and stronger recall arrangements. The government made it clear that coverups were intolerable. At the time, 22 companies were indentified as being involved in melamine-contamination in milk.

Two dairies recently named in state media as behind more recent incidents were on that original list, including Laoting Kaida and Shanghai Panda Dairy Co. Media reports suggest that the newer problem may have been that milk containing melimine that was never destroyed from the original discovery was then repackaged.

The companies involved have stated that they bought in raw milk without realising it contained the poisonous chemical. China Daily quoted an official as saying the same thing. It also stated an ex-dairy industry official had said that it was probable that further milk containing illegally high levels of the substance remained available to the Chinese consumer.

News organisations have tried contacting the companies involved and authorities in Guizhou province but with little success. This trend was bucked by the Agence France-Presse, who reached Guizhou’s health department, only to be told the reports were not correct.

Melamine has a high nitrogen content which can make watered-down milk seem to contain extra protein. It is intended for use in manufacturing industries, in products such as concrete, plastic and fertiliser. Large quantities can cause kidney stones and kidney failure.

“Localization of ‘SEMI Safety Guideline'”, executed by Safety and Health Technology Center of Taiwan (SAHTECH) and supervised by Semiconductor Equipment and Materials International (SEMI), was announced today in Hsinchu, Taiwan.

This localization included several fields on health and safety of semiconductor manufacturing, certification testing on electrical devices, evaluations on fire or natural diseases, and environmental issues on semiconductor manufacturing devices, etc.. Companies and manufacturers from the semiconductor industry also paid more attentions on this guideline because issues on carbon-savings, earthquakes, fire diseases, and environment-efficiencies were included into this guideline.

On the other side of the incoming trade show of 2008 SecuTech Expo, scheduled after 2 weeks at Taipei World Trade Center, not only main fields on security devices, information security, and fire & disease preventions, the digital monitoring will be a hot topic in security industry. For applications on fire & disease preventions, because its issues contained industrial applications and ESH (Environmental, Safety & Health) managements, if a company want to decrease the ratio of fire disease or earthquake, companies from safety and related industries should pay more attentions on disease preventions.

In the United States, a suspended Pennsylvania state trooper has been convicted of first-degree murder for killing his girlfriend’s estranged husband.

Kevin Foley, 43, faces a mandatory life sentence without parole for slashing to death John Yelenic, a Blairsville dentist who was in the final stages of divorcing his wife, Michele. Foley’s attorney said he plans to appeal the decision. Prosecutors did not seek the death penalty.

Foley previously said he “loathed Dr. Yelenic” and asked another fellow trooper to help kill him. During his testimony, which lasted several hours, Foley claimed he was joking and had no true intention of carrying out the threat, but the Indiana County jury rejected that defense after about six hours of deliberations.

John Yelenic was found dead in his home on April 13, 2006, one day before he was planning on signing his divorce papers. Charges were brought against Foley in September 2007, more than 17 months after the murder.

Foley, who had been on suspension from the Pennsylvania State Police, was himself the final witness to take the stand Wednesday in the trial. Foley insisted he was innocent during his testimony, and even made jokes that the jury laughed at on a few occasions.

“I never made a threat with the intention of carrying it out,” Foley said under cross-examination by the prosecution.

When Senior Deputy Attorney General Anthony Krastek pressed Foley for what was funny about asking another state trooper to help him kill Yelenic, Foley answered, “There isn’t any joke. It’s just my personality, my behavior (with co-workers).”

Prosecutors said Foley killed Yelenic after going to the dentist’s house to confront him over the terms of the divorce. Prosecutors claim Foley slashed Yelenic several times with a knife and pushed his head through a small window. Yelenic bled to death.

“John has his justice tonight,” Mary Ann Clark, a cousin of Yelenic, told MSNBC. “John deserved this; he was the most wonderful person in the world. He died the most horrible death and tonight, this is his night. The system worked.”

Foley had been living with Michele Yelenic for two years at the time of the homicide. Prosecutors previously said Foley and Michele helped perpetuate rumors that Dr. Yelenic molested their son. John and Michele Yelenic had been separated in 2002. Michele Yelenic stood to collect Dr. Yelenic’s estate and a US$1 million life insurance policy, and could lose about $2,500 a month in support if the divorce was finalized, a Pennsylvania grand jury previously determined.

Michele Yelenic, who has not appeared at the trial, may face legal action herself, media reports indicated. A sentencing hearing for Foley is scheduled for June 1.

American helicopters and warplanes bombed 2 villages near Ramadi, Iraq on Sunday. The U.S. military said nearly 70 suspected insurgents were killed, while local witnesses said that at least 39 civilians, including 18 children, were also lost to the attack.

A Ramadi resident, Ahmed Fouad, said that just after 7 p.m. Sunday, U.S. warplanes killed 18 children, including Fouad’s son and 8-year-old daughter. “She was killed with her brother. Her mother had a stroke out of shock.” Fouad said.

Family members of victims gathered at a Ramadi General Hospital where refrigeration space for the dead bodies had been exhausted. In the garden the bodies of a woman and three children lay as relatives sifted through remains.

“[They] were not terrorists…they were only a bunch of civilians whose curiosity prompted them to gather around a destroyed Humvee,” said Dr. Dhiya Fahdawi in reference to the dead and wounded.

The U.S. military neither confirmed nor denied that civilians were killed and issued a statement saying; “All the attacks were timed and executed in a manner to reduce the possibility of collateral damage.”
