Baby attacked by dog in New York

An eight-month old boy, Andrew, was attacked and killed by a Doberman pinscher in Brooklyn, New York. The dog was a three-year old named Mackabee, who is also neutered.

The grandmother was babysitting the boy. While she was in the kitchen she heard the boy scream and ran next door to a neighbor for help. The neighbor took the dog off the boy, rescued him and brought him to his house to try and perform CPR on the boy, while he called 911 for help.

Police said the baby’s head was in bad shape and the dog broke the boy’s skull. Andrew was sent to Kings County Medical.

The doctors tried to save his life by working on him for nearly an hour, but the boy died at 3:06 pm local time. The parents of the child were not home at the time of the incident. The dog was shot with a tranquilizer and was sent to a care center. The city Department of Health is investigating. The dog may have to be put down because of the incident.

According to the US Centers for Disease Control, the Doberman Pinscher is not frequently involved in fatal attacks on humans in comparison to several other dog breeds such as German Shepherd Dogs, Rottweilers and others.

U.S. Housing prices down 9% since February

The median house price in the United States plunged 6.5% in May to $217,000. In February of 2005, the median price of a home was $237,300.

The Economist newspaper said in its June 16th issue; “In other words, it looks like the biggest bubble in history.” by way of reference to what is happening with housing prices in the USA and much of Europe.

Japan provides an example of how a boom can turn to bust. Property prices have dropped for 14 years in a row (40% from their peak in 1991); and yet, the rise in prices in Japan during the decade before 1991 was less than the increase over the past ten years in most of today’s “housing boom” countries.

The total value of residential property rose by more than $30 trillion over the past five years in developed economies, an increase equivalent to 100% of the combined GDPs of those countries. This increase dwarfs all previous house-price booms and is greater than the global stockmarket bubble in the late 1990s. Much of the recent housing activity is being driven by speculative demand. The National Association of Realtors (NAR) reported that 23% of all American houses bought in 2004 were for investment, not for owners to live in. Another 13% were bought as second homes. NAR also found that 42% of all first-time buyers made no down-payment on their home purchase last year.

Many investors are buying solely because they think prices will keep rising, which is a warning sign of a financial bubble. In Miami, Florida, as many as half of the original buyers resell new apartments even before they are built, and properties can change hands two or three times before somebody finally moves in.

Britain’s Royal Institution of Chartered Surveyors (RICS) reported prices have been falling for ten consecutive months. Forty nine percent of their surveyors reported falling prices in May. This was the weakest report since 1992 during Britain’s previous house-price bust.

United States Senate prepares for floor vote on net neutrality

On Monday, Democrats in the United States Senate announced they had gained enough sponsors to perform a congressional review of the Federal Communications Commission (FCC)’s December 2017 reversal of previous rules regulating Internet service providers, commonly called Net Neutrality.

Under the Congressional Review Act, if 30 senators co-sponsor the action, United States Congress can vote on whether to overrule a decision made by a federal agency such as the FCC. Both the House of Representatives and the Senate would have vote in favor, and President Donald Trump would have to sign the review.

On Monday, Claire McCaskill of Missouri announced she was the 30th senator to agree to sponsor the floor vote. “What I’ve heard from the thousands of Missourians who’ve contacted my office is simple — consumers should have protected, free, and open access to the online content of their choosing,” she said in a statement.

The Obama-era Net Neutrality rules were revoked last month. On December 14, as protesters gathered in Washington D.C., the United States Federal Communications Commission under Chairman Ajit Pai voted 3-2 to overturn the 2015 decision, which forbade Internet service providers (ISPs) such as Verizon, Comcast, and AT&T from blocking individual websites or charging websites or customers more for faster load times.

Specifically, the 2015 decision placed the Internet under Title II of the 1934 Telecommunications Act, which established that Internet access must be regulated under the same rules as a utility. Currently, in the U.S., telephones are regulated in this way, but cable television is not. Cable providers can offer bundled services and otherwise select which channels to offer customers; they do not have to offer access to every channel the way ISPs have offered access to the whole Internet. The new rules voted on December 14 transfer the Internet from the jurisdiction of the Federal Communications Commission to the Federal Trade Commission, which means instead of being forbidden from blocking websites or offering different access speeds, ISPs will only be required to disclose having done so.

Telecom analyst Gigi Sohn, who worked with Pai’s predecessor Tom Wheeler in 2015, said, “There are going to be fast lanes and slow lanes[…] As a consumer, that means some of your favorite websites are going to load more slowly, and it also may mean some of your favorite content goes away because the provider just can’t pay the fee.”

Former Etsy CEO Chad Dickerson said, “Net neutrality allowed something like Etsy to hang out a shingle on the web and give it a try”.

Supporters of the new rule argue Net Neutrality regulations were unnecessary. Commissioner Michael O’Reilly pointed out the Internet “has functioned without net neutrality rules for far longer than it has without [sic] them.”

“Quite simply, we are restoring the light-touch framework that has governed the internet for most of its existence,” said Chairman Pai, who argued removing the rules would make the Internet freer and more open.

“[T]he internet will continue to work tomorrow just as it always has,” promised AT&T Senior Executive Vice President Bob Quinn, who said his company would not block websites or discriminate with respect to content.

Opposition was organized almost immediately and was not limited to plans for congressional review: The Attorneys General for the states of New York and Washington have both announced plans for lawsuits against the new rules.. The United States Congress also has the authority to overrule the FCC’s decision by passing legislation. One such bill, House Resolution 4585, or the “Save Net Neutrality Act of 2017,” was introduced to the U.S. House of Representatives on December 7.

According to a poll conducted the week of December 6 by the University of Maryland, more than 80% of registered U.S. voters opposed the repeal of Net Neutrality, 75% of registered Republicans, 89% of registered Democrats, and 86% of independents, those not registered to either party. Before the vote, the FCC had accepted comments on the measure from the public through its website, FCC.gov. However, there have been allegations that many of the comments offered in support of the rollback were fakes. Before the vote took place, attorneys general from seventeen states and the District of Columbia sent a letter to the FCC asking the vote be delayed until the matter could be investigated.

The FCC’s decision must be published in the U.S. Federal Register before congressional review can take place or any lawsuits filed.

Demand for biofuel irrigation worsens global water crisis

A report by the International Water Management Institute (IWMI) says rising demand for irrigation to produce food and biofuels will aggravate scarcities of water. “One in three people is enduring one form or another of water scarcity,” states the report compiled by 700 experts.

IWMI warns there has to be a radical transformation in the management of water resources – citing as examples Australia, south-central China, and last year’s devastating drought in India. Report authors claim that the price of water could double or triple over the next two decades. The report, backed by the United Nations and farm research groups, shows that globally, water usage had increased by six times in the past 100 years and would double again by 2050 – driven mainly by irrigation and demands by agriculture.

Record oil prices and concerns about rapid onset climate change are driving more countries to produce biofuels – from sugarcane, corn or wood – as an alternative to fossil fuel. “If people are growing biofuels and food it will put another new stress,” says David Molden, who led the study at the Sri Lanka-based IWMI. “The big solution is to find ways to grow more food with less water. Basically, more crop per drop,” Molden said. “The number one recommendation… is to look to improve rain-fed systems in Sub-Saharan Africa and South Asia.”

The report says conquering hunger and coping with an estimated 3 billion more humans by 2050 will result in an 80 percent increase in water use for agriculture. Irrigation absorbs around 74 percent and is likely to surge by 2050.

“We will have to change business as usual in order to deal with growing scarcity,” said Frank Rijsberman, director general of the IWMI, of the report released at the 2006 “World Water Week” conference in Stockholm. Solutions included helping poor countries to grow more food with available fresh water via simple, low-cost measures, a shift from past policies that favoured expensive dams or canals, the report said.

According to Rijsberman, there are two types of shortages: those observed in regions where water is over-exploited, causing a lowering of groundwater levels and rivers to dry up; and those in countries lacking the technical and financial resources to capture water – despite its abundance.

Billions of people in Asia and Africa already faced water shortages because of poor water management, he said. “We will not run out of bottled water any time soon, but some countries have already run out of water to produce their own food,” he said.

The report said that a calorie of food took roughly 1 litre of water to produce, with a kilo of grain needing only 500-4,000 litres compared to a kilo of industrially produced meat taking 10,000 litres.

“Without improvements in water productivity the consequences of this will be even more widespread water scarcity and rapidly increasing water prices.” Rijsberman said water scarcity in Africa was caused by a lack of infrastructure to get the water to the people who needed it. “The water is there, the rainfall is there, but the infrastructure isn’t there,” Rijsberman told reporters.

Other recommendations for certain regions include the extension and the improvement of agriculture using rainwater, the introduction of cereal varieties that need less water as well as the development of irrigation systems.

But the priority, Rijsberman stresses, is to change mentalities and often outdated government policies. “Government policies and their approach to water are probably the most urgent that need changing in the short term,” he said.

There is, he says, enough land, water and human capacity to produce enough food for a growing population over the next 50 years, but one of the challenges is to provide enough water for agriculture without damaging the environment. “Agriculture is driving water scarcity and water scarcity is driving environmental degradation and destruction,” he said.

In Australia last week, Rijsberman said he would “not be surprised to see the price of water double or triple over the next two decades.”

Charles Upham’s medals to stay in New Zealand

The Victoria Cross and bar awarded to soldier, Charles Upham, have been sold to Britain’s Imperial War Museum in London. The Victoria Cross and bar, also known as a double Victoria Cross, were only awarded to one combat solider, Mr Upham. The medals will, however, remain in New Zealand as they are on loan to New Zealand for 999 years, this is welcoming news to the New Zealand government.

The medals were not exactly donated to New Zealand as it is currently illegal to export the medals, but it still generous to donate them so New Zealand can still see the medals at the Queen Elizabeth II Army Memorial Museum. His family had requested that they be on view.

Amanda Upham and Virginia MacKenzie are Mr Uphams daughters and are the ones who sold the medals to the war museum in Britain. The medals were sold for an unknown amount of money, however it was known that they had wanted NZ$3.3 million.

The government had offered to buy the medals for $1 million, this was rejected by the two daughters which caused a lot of controversy. A collector had then offered $9 million.

Speaking in Hong Kong, Phil Goff, minister of defence, said: “I’m hugely pleased the Upham medals will now be held at the Waiouru Army Museum in perpetuity as part of New Zealand’s military heritage.” Mr Goff also thanked a trust that worked together with the museum to make sure that New Zealand was still able to view the medals.

Mr Upham had won his Victoria Crosses in World War Two. His first Victoria Cross was won in the Battle of Crete in 1941. And he won his bar in the Western Desert about a year after his first Victoria Cross.

A Victoria Cross is the highest medal available to be awarded for bravery in the Commonwealth Realm.

Understanding The Roles Of Respite Caregivers For Seniors}

Caregivers for seniors are typically paid providers but they may also be volunteers from a government or nonprofit organization. Where care is being provided in the home there is often a mix of formal and informal care provided. And the trend is towards using more formal care since, unlike the past, more informal respite caregivers are employed. They choose to remain employed but must juggle limited time between caregiving and maintaining a household and a job. These added responsibilities often make it necessary to hire non-medical home care aides to provide supervision and help when the primary caregiver cannot be present. Or as adult day services become more common, caregivers may pay for this form of formal caregiving to get rest or to allow for maintaining some employment. When care is no longer possible in the home, then formal caregivers come into play on a full-time basis. This may be in the form of a congregate living arrangement, assisted living, home nursing agency, a continuing care retirement community or a nursing home. It is at this point that long term care can have a significant impact on the finances of the care recipient and a healthy spouse living at home.

Care facilities are quite expensive and the cost for maintaining a spouse in such a living arrangement may rob a healthy spouse at home of an adequate standard of living. It’s quite possible the healthy spouse may end up with food stamps and subsidized housing where, before the need for a care facility, this may not have been the case.Or it is more often the case that the couple recognizes this dilemma of splitting living arrangements in two locations and an attempt will be made to keep the spouse needing care at home as long as possible. This may help with the finances but often results in destroying the physical and emotional health of the caregiver by creating a situation where the caregiver has difficulty coping with the responsibilities and physical demands. Another reality of providing informal care services in the home is the increasing need for physical and emotional support that often goes unrecognized until too late. As care needs increase, both in the number of hours required and in the number or intensity of activities requiring help, there is a greater need for the services of formal caregivers. Unfortunately, many informal caregivers become so focused on their task they don’t realize they are getting in over their heads and they have reached the point where some or complete formal caregiving is necessary. Or the informal caregiver may recognize the need for paid, professional help but does not know where to get the money to pay for it. Other members of the family should be aware of this burden and be prepared to step in and help their loved one who is providing care recognize the possibility of becoming overloaded. It is also the job of a care manager or a financial adviser or an attorney to recognize this need with the client caregiver and provide the necessary counsel to protect the caregiver from overload. The advisor can also likely find a source for paying for formal care that the caregiver may not be aware of. An overloaded caregiver is likely to develop depression and/or physical ailments and could end up needing long term care as well. The consequences of not being able to cope with the burden of caregiving might even result in an early death for the caregiver.

Wikipedia founder embroiled in affair and financial allegations

The implosion of a relationship between Wikipedia founder Jimmy Wales and journalist Rachel Marsden has resulted in controversy and international headlines. Associated Press and ABC News have also reported on questionable activity by Wales involving Wikimedia Foundation expenses. The Wikimedia Foundation is a donor-supported non-profit organization which runs Wikipedia.

Marsden had contacted Wales two years ago about concerns she had over the article about her on Wikipedia, and Wales determined the article was not compliant with Wikipedia’s standards. The tech blog Valleywag revealed Wales had a personal relationship with Marsden, and posted supposed transcripts of their instant message conversations on its site, www.valleywag.com. Wales and Marsden met in February, and The Times reported that “An apparent transcript of their conversations before that meeting suggests that, although Mr Wales had withdrawn from the editing process, he was still influencing the editors.” The Times quoted Wales from the chat logs as having stated to Marsden “The truth is of course a much worse conflict of interest than that; but that will do.” — in reference to his conflict of interest regarding Marsden’s article on Wikipedia.

Wales posted a public statement on Saturday on Wikipedia addressing the matter, and stated that his relationship with Marsden was over: “First, while I find it hard to imagine that anyone really cares about my sex life, the facts are: I am separated from my wife. I considered myself single at the time of my one meeting with Rachel Marsden on Feb. 9, 2008 … I am no longer involved with Rachel Marsden. Gossipy stories suggesting that I have been in a relationship with her ‘since last fall’ are completely false … I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.” With regard to the conflict of interest in Marsden’s article, Wales had acknowledged to a team of Wikipedia editors in February 2008 that he and Marsden “became friends … and that we would be meeting about that,” and stated “I recused myself from any further official action with respect to her biography.”

On Sunday, The Canadian Press reported that Marsden had posted photos of herself on Ebay, and was selling items that Wales had left at her New York City apartment. In her Ebay posting, Marsden stated: “Hi, my name is Rachel and my (now ex-) boyfriend, Wikipedia founder Jimmy Wales, just broke up with me via an announcement on Wikipedia … It was such a classy move that I was inspired to do something equally classy myself, so I’m selling a couple of items of clothing he left behind, here in my NYC apartment, on eBay. Jimbo was supposed to come visit me in a couple of weeks and pick up some of his stuff, but obviously that won’t be happening now.” Marsden told The Canadian Press “It didn’t really help matters that Jimmy chose to announce the breakup to the entire world via Wikipedia (which apparently now is an online encyclopedia that doubles as a personal soapbox?) rather than to me directly (which he did much later, in an instant message discussion).”

I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.

Marsden placed a t-shirt and sweater which she said were left at her apartment by Wales up on Ebay, and started the bidding for each at ninety-nine cents, with the auctions set to end on March 12. By Monday, bidding on the t-shirt had reached US$300, and by Tuesday the highest bid had reached $12,200. In an email to The Globe and Mail, Marsden stated “My only focus right now, to be really honest, is on my career and finding a way to get back into print, TV, or radio here in NYC,” she wrote. “All of this other personal stuff is just an unfortunate distraction.”

Jay Walsh, the Wikimedia Foundation’s head of communications, told the San Jose Mercury News that Wales’ actions in relaying Marsden’s concerns about her Wikipedia article to a team of trusted editors was within his “routine” role. When asked by the San Jose Mercury News if Wales’ actions regarding the Marsden article could compromise his role with the Wikimedia Foundation and Wikipedia, Walsh responded “No, absolutely not.”

On Tuesday, ABC News carried a story by Wired News reporter Megan McCarthy regarding allegations of “excessive spending” by Wales, and Associated Press also reported on questions involving Wikimedia Foundation expenses. McCarthy reported that former Wikimedia executive Danny Wool, who had left the foundation last year, criticized Wales’ use of Wikimedia Foundation expenses in a blog post. Wool stated that Wales had tried to expense $300 bottles of wine, a $1,300 dinner for four at a Florida steakhouse, and visits to Moscow massage parlors to the foundation, and that the foundation rescinded Wales’ corporate credit card in 2006. Wool also stated that Wales paid the foundation $7,000, after being short $30,000 on receipts for expenses.

Wool told EPICENTER that “There were occasions where he used [the Wikimedia Foundation] for personal advancement under the guide [sic] of the mission. And, as someone who was in there for the mission part of it, I found that rather distressful.” Wool commented in an interview with the San Francisco Chronicle: “Originally, it was carelessness … But as things developed, it became more apparent and obvious that he was taking advantage of the foundation credit card. It was almost like his personal piggy bank.”

Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.

In an instant message exchange with Associated Press, Wales denied that the Wikimedia Foundation had taken away his corporate credit card, and asserted that he had made the decision to stop expensing business travel for the foundation. Wales highlighted a statement by the foundation’s executive director Sue Gardner: “Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.” In an email to Associated Press, Brad Patrick, a former attorney for the Wikimedia Foundation, stated “Danny seems interested in blogging his way straight to a lawsuit”.

Florence Devouard, who chairs the Wikimedia Foundation, told Associated Press that Wales had been “slow in submitting receipts,” and that the foundation had rejected Wales’ expense at the Florida steakhouse. Devouard told fellow foundation board members in a private email that she had convinced Associated Press that “the money story was a no story,” and told Wales “I find (it) tiring to see how you are constantly trying to rewrite the past. Get a grip!” Wales told Associated Press: “The board, the current executive director, the previous executive director, and independent auditors have reviewed our books and publicly agree that all of my expenses were appropriate and fully accounted for.”

Media reports speculated on how the controversy would end up being represented in Wikipedia itself. On Wednesday, the St. Petersburg Times wrote: “Wales’ Wikipedia page said only this about Marsden: ‘Wales had a brief relationship with Canadian journalist Rachel Marsden.'” An article in The Australian surmised: “History will decide whether Mr Wales broke his own principles, but before that happens there may well be a Wikipedia page devoted to the controversy.”
